  • Texas gives state funds to adoption agencies, maternity homes, and pregnancy resource centers because they help women and families choose Life when facing unexpected pregnancies.
  • Sadly, the state agency in charge of the Thriving Texas Families program is pushing out pregnancy centers and diluting its Pro-Life mission.
  • The commission changed the application process and standards, which will take the biggest toll on local pregnancy centers. They rolled out the new version just days before Christmas, so hardly anyone noticed.

The agency made these changes without asking key lawmakers, without public input, and without feedback from the nonprofits serving our communities.

Please prioritize legislation to protect pregnancy resource centers (PRCs) and the Thriving Texas Families (TTF) program from harmful changes imposed by the Texas Health and Human Services Commission (HHSC).

Unlike many states that fund abortion, Texas supports Life through the TTF program, which helps women choose Life by funding adoption agencies, maternity homes, and pregnancy resource centers. With 30,000 abortions still occurring annually, protecting TTF is crucial to ensuring Texas remains truly Pro-Life.
Yet, HHSC’s recent policy shifts undermine the Pro-Life mission of TTF by sidelining PRCs, diverting funds away from life-affirming services, and imposing restrictive policies that would weaken support for Texas mothers and children. These changes were introduced without legislative direction or stakeholder input, representing blatant bureaucratic overreach.

I respectfully ask you to pass legislation ensuring that PRCs remain integral to the TTF program and that HHSC cannot unilaterally weaken Pro-Life policies. Texans deserve a government that upholds our commitment to protecting both mothers and their preborn children. Thank you for your leadership on this critical issue.

The Texas Health and Human Services Commission is trying to:

  • Shift the Program’s Mission: Before, the program’s success was measured primarily by how many mothers chose Life for their babies. However, the new application prioritizes a group’s ability to reduce poverty instead. Reducing poverty is an important goal, but it is already addressed by other state efforts. The move shifts the core purpose of the Thriving Texas Families program. As a result, providers that do not actively promote Life could receive priority for this limited funding.
  • Eliminate the Fee-for-Service Model: Right now, approved nonprofits serve women, report the service, and get reimbursed. This allows providers to focus on their ministry without unnecessary financial and operational burdens. The agency now demands a cost-reimbursement model, creating administrative hurdles and requiring complex cost calculations that divert attention from direct care. This shift will hurt smaller pregnancy centers and those relying on donations and volunteers, which reduces resources for women in need.

These new rules will only weaken support for Texas mothers and children. By pushing out life-affirming nonprofits from the Thriving Texas Families program, the Health and Human Services Commission is blindsiding taxpayers like you and our lawmakers.
