Pro-Life Scorecards and Highlights – 89th Texas Legislature

Texas Right to Life is proud to announce that the official Pro-Life Scorecards for the 89th Legislative Session are now available. Texans can finally see how their lawmakers voted on key Pro-Life measures and which leaders genuinely defended Life. With these scorecards released, here’s a closer look at the victories and challenges from this session.

From the very beginning of 2025, Texas Right to Life gave elected officials two key priorities to confront the greatest threats endangering preborn Texans:
1️⃣ Stop the 19,000 abortion pills being sent into Texas each year.
2️⃣ Prevent liberal cities from using taxpayer dollars to fund out-of-state abortion travel.

While we promoted several other measures to strengthen a Culture of Life, these two priorities would save lives immediately.

During the regular session, legislators made progress, passing five strong Pro-Life bills and protecting critical funding for mothers, babies, and families. However, the House failed to address the rapidly growing crisis of abortion pills until Governor Greg Abbott placed the Pro-Life issue on the special sessions’ agendas, following calls from Texas Right to Life and our Pro-Life friends.

Because of the leadership of the Texas Senate and Governor Abbott, the Woman and Child Protection Act (House Bill 7 by Representative Jeff Leach, sponsored by Senator Bryan Hughes) finally passed in the second special session, reaffirming Texas as the national leader in defending Life.

The measure targets the illegal distribution of abortion-inducing drugs, strengthens enforcement, and bolsters the law exploited by online traffickers and liberal states.

Texas Right to Life led the negotiations on this landmark legislation, working closely with senators, representatives, and other Pro-Life leaders. Despite opposition from those who downplayed the threat of chemical abortions, we successfully fought to pass a comprehensive law protecting both mothers and their preborn children.

The Senate passed the Woman and Child Protection Act three times, and the Senate Committee on State Affairs, chaired by Senator Hughes, advanced it four times. Finally, the House approved an amended version in the second special session, which included key provisions that:

  • Allow Texans to shut down companies that illegally sell abortion pills;
  • Empower women harmed by illegal abortions to sue pill traffickers; and
  • Enable all Texans to hold abortion activists accountable, even those hiding in liberal states.

The Woman and Child Protection Act targets those who profit from or promote dangerous abortion pills, imposing civil penalties of up to $100,000 on traffickers and abortion activists.

In total, Texas lawmakers passed six meaningful Pro-Life bills in 2025.

✅ [Priority] Woman and Child Protection Act — House Bill 7 by Rep. Jeff Leach (R–Plano), sponsored by Sen. Bryan Hughes (R–Mineola)

This bill cracks down on abortion pills sent to Texas from other states. The policy allows citizens to sue abortion pill companies and activists who illegally kill preborn babies, even if they’re hiding in places like New York, California, or Colorado.

✅ [Priority] Stop Taxpayer-Funded Abortion Travel Act — Senate Bill 33 by Sen. Donna Campbell, M.D. (R–New Braunfels), sponsored by Rep. Candy Noble (R–Lucas)

This bill ensures taxpayer dollars cannot fund abortion travel or benefit abortion groups, ending misuse of funds in cities like Austin and San Antonio.

Support for Fragile Babies — Senate Bill 1233 by Sen. Kelly Hancock (R–North Richland Hills), sponsored by Rep. Valoree Swanson (R–Spring)

Families facing a life-threatening prenatal diagnosis will now receive information about perinatal palliative care, social services, and mental health resources if their preborn baby receives a life-threatening fetal diagnosis.

The Life of the Mother Act — Senate Bill 31 by Sen. Bryan Hughes (R–Mineola), sponsored by Rep. Charlie Geren (R–Fort Worth)

This bill reiterates that doctors may act to save a pregnant woman’s life during a medical emergency under Texas’ Pro-Life laws. Often, this means delivering the baby early so both mother and child receive care. SB 31 creates continuing education requirements for doctors and lawyers to ensure life-saving treatment is not delayed while upholding Pro-Life protections.

Adoption Education in Public Schools — Senate Bill 1207 by Sen. Phil King (R–Weatherford), sponsored by Rep. Terri Leo Wilson (R–Galveston)

This bill expanded education about adoption in public school health classes. For every 50 babies aborted, only one is adopted, often due to misconceptions and fear about the adoption process. With over a million families waiting to adopt, SB 1207 helps young Texans view adoption as a compassionate, life-affirming option for both expectant parents and families hoping to grow.

Protecting Pregnancy Center Funding — Senate Bill 1388 by Sen. Lois Kolkhorst (R–Brenham), sponsored by Rep. James Frank (R–Wichita Falls)

This bill safeguards the Thriving Texas Families (TTF) program, ensuring that funds only go towards Pro-Life maternity homes, adoption agencies, and pregnancy resource centers. Texas Right to Life also fought to ensure the state budget met rising needs for Pro-Life resources. We worked alongside Pro-Life leaders, such as Representatives Caroline Harris Davila and Tom Oliverson, M.D., to secure $200 million towards these Pro-Life providers.

Texas Right to Life and our friends successfully defeated multiple anti-Life proposals, including attempts to:

  • Repeal existing Pro-Life laws protecting preborn babies from the violence of abortion;
  • Allow fathers to avoid child support if they offered to pay for an elective abortion; and
  • Honor former Planned Parenthood president and abortion champion Cecile Richards.

Despite resistance in the House and fierce opposition from Democrats, Pro-Life lawmakers, especially in the Texas Senate, stood firm and confronted new abortion threats head-on. Their leadership ensured that Texas remains the national model for defending women, babies, and families.
