From a single cell to a newborn child, human development is a continuous story—one that begins long before a mother feels her baby’s first kick.
This reality is foundational to protecting Life. Modern science affirms that the baby in the womb is not something that becomes human later, but is fully human from fertilization. The child is the same human being from the very beginning, simply growing, developing, and maturing over time.
Understanding Age in the Womb
It is important to distinguish between gestational age and fetal age:
- Gestational age (the common “40 weeks”) is measured from the mother’s last menstrual cycle.
- Fetal age begins at fertilization, when the child actually comes into existence.
Because this article focuses on the child’s development, we use fetal age.

First Trimester: Life Begins and Takes Shape
The first trimester is a time of extraordinary formation, where every major system of the body begins.
- Week 1: At fertilization, a unique human organism is formed. This single cell, called a zygote, contains a complete set of DNA (determining hundreds of traits like hair and eye color, race, and gender) and immediately begins developing in a coordinated way.
- Week 2: The child, now called a blastocyst, travels to the uterus and implants, continuing rapid growth.
- Week 3: Distinct cell layers begin forming, which will develop into all organs and tissues. The heart begins beating.
- Week 4: The neural tube forms, becoming the early foundation of the brain and spinal cord.
- Week 6: The heart has four chambers. Facial features, fingers, and toes begin to appear.
- Week 8: The child’s basic body structure is established. Pain receptors are forming.
- Week 9: The child is now called a fetus. This is a change in terminology, not value. Eyelids begin to form and close. (Only 17 states in the USA ban abortion by this point.)

Second Trimester: Growth, Movement, and Awareness
During this stage, the child grows rapidly and becomes more active.
- Week 11: Bones harden, organs function, and the body becomes more defined.
- Week 12-13: The baby’s neck and head become more defined. Red blood cells form within the circulatory system. The kidneys are able to filter blood to make urine.
- Week 14: Movements become more coordinated.
- Week 16: The child can hear sounds from the outside world, like his or her mom and dad’s voices.
- Week 18: All major body systems are formed. Development now focuses on growth and refinement.
- Week 20: Many mothers feel movement for the first time, called quickening. The child develops sleep cycles and has the neurological capacity to experience pain.
- Week 21: Unique fingerprints form. The lungs begin practicing breathing motions.
- Week 22: With medical care, babies have a 60%–70% chance of survival outside the womb. The brain undergoes rapid and complex development, likely able to feel pain. (34 states ban abortion by this point.)
Third Trimester: Preparing for Life Outside the Womb
The final trimester is marked by rapid growth and readiness for birth.
- Week 24–26: Eyes develop and begin to open. The nervous system regulates body functions.
- Week 28: The baby can respond to stimuli, suck their thumb, and even cry. Survival rates outside the womb rise dramatically.
- Week 29–32: Growth and weight gain accelerate. The body continues maturing.
- Week 34: The baby prepares for birth and often turns head-down.
- Week 36: The child can grasp and respond more intentionally.
- Week 39: The baby is considered full-term and ready for life outside the womb. (9 States and Washington D.C. allow abortion all the way to this point.)

Human development is not a series of disconnected stages. It is a continuous process. There is no moment when a child “becomes” human. From fertilization onward, the same human life is present, growing, and developing naturally.
This understanding has shaped Pro-Life laws and policies:
- Protections recognizing the humanity of the unborn and protecting them from abortion;
- Making laws surrounding IVF and surrogacy, which rely on IVF, that create babies in labs, grade them, and discard and implant the created babies based on preferences; and
- Policies grounded in the principle that every human life has inherent dignity from the very beginning to the natural end.
Ultimately, recognizing fetal development for what it is, the unfolding of a single human life, calls us to protect that life at every stage.
Scripture beautifully reflects this truth: “For you created my inmost being; you knit me together in my mother’s womb” (Psalm 139:13). Long before birth, each life is known, formed, and valued. We strive for a day when laws across our nation reflect this truth.
